This study aim to take the experience of João Alfredo Corrêa de Oliveira as a research subject, in relation to the activity of private and public education during the period when he served as Minister of Empire Concerns (1870-1875). The investigation occurred from the analysis of a varied set of sources, such as official government reports, forms, advertisements, letters, crafts, as well as proceedings of Senate and the House of Representatives. The interest was to investigate traces of the projects and public actions focusing on issues of education in different spaces considering the remnants contained in the papers of public authority (reports), in the press and private documents. In these reports, the research sought signals of what was being structured, organized, planned and practiced, on education - mainly in the primary education - at the national, provincial (Rio de Janeiro) and municipal levels. With the detailed analysis of the reports were observed their goals, structure, organization, themes, functionality, composition of public office and those involved in the production of reports. The investment was reflective, so was possible to observe, indications of the articulations and social networks established by the authorities involved in the production of reports, which result - forged from selected elements about education - supported the governance and maintenance. The last movement of this work was to analyze the João Alfredo Corrêa de Oliveira letters, which made possible to think other aspects in humans and policies networks, especially the interventions of the ministry related to the buildings of schools, application of employee dismissal, the private aids, hygiene and public library. Following, the proposal consisted in to give visibility to the educational processes, in progress at the time, showing the strategy used by the government and modes, ownership of educational models from certain countries. The evidences indicated in this work give the view that the articulations promoted by the Government, took part in the establishment of multiple forms of schooling experiences of the nineteenth century. It were processed by common interest pathways, that is, the formation of the people, such experiences were forged, directed and supervised with government actions, in order to build, maintain the order and promote the civilization of the Brazilian people
