Desenvolvimento capitalista e assistência social no Brasil: a encruzilhada da modernização com o Plano Brasil sem Miséria, 2011-2016

The purpose of this thesis is to analyze the Social Assistance Policy and the modernization process (conservative) that took place in this policy, mainly from the injunctions placed by the Brazil without Misery Plan in the federal sphere in the period from 2011 to 2016, problematizing the development project of the Workers Party governments as a peculiar and banal response of bourgeois consciousness to the crisis of capital in dependent capitalism. In order to do so, we have recourse to the deepening of theoretical categories of first mediation, such as capital, labor, value, capitalist development, and dependent and peripheral capitalist development to add to our critique of development as an apology for capitalist accumulation. In this way, we detail the ontological components of capitalist development and its general law of accumulation that implies the production of wealth and poverty simultaneously. We proceeded to reflect on this process in the historical particularity of Brazilian capitalism, demonstrating the centrality of the State in the process of industrialization and modernization of capitalists social relations in the country, explaining the developmental ideology as a central component in the consolidation of this process. In our analysis this process provided the theoretical foundations that subsidized the analysis of the Workers Party governments and the fragility of the supposed developmental project that would have been an alternative to the neoliberal directives. In this political-governmental strategy of the Workers Party, the defense of economic growth is reconciled with the so-called social development, centered on strategies of intervention on poverty, expressing a process of ideological decay. At the heart of this arrangement, the Brazil without Misery Plan in the Dilma Rousseff government has its actions centered on coping with the difficulties of the Bolsa Família Program with a focus on guaranteeing access to essential social services by the beneficiaries of the program. The Plan is then articulated by the social assistance policy, taking the strategy of focusing on other social policies and is the object of a broad effort by the State seeking a modernization of the management of the Sistema Único de Assistência Social (Social Assistance Unic System), making it functional to the requirements of the Brazil without Misery Plan. This observed movement led to a managerialist offensive on social assistance policy, deepening a conservative logic of focus and selectivity in the area, assuming functions of poverty management. This whole process is endorsed by governmental rhetoric as an intensive effort of innovation in public management, but our analyzes have shown that it was actually a technical and pragmatic attempt by the State to circumvent the contradictions of the social division of labor within the framework of actions of the State on the issue of poverty, which camouflages the management fetish.
