This dissertation aims to understand the externalities of the relationship between two dimensions of Brazilian citizenship: (I) the action of trade unions and (II) the construction of public health. The argument is that there is a precarious and discontinuous relationship that is manifested in two evidences: health insurance and rates of underreporting and accidents and work. In the development of the work we present the health insurance issues and their relationship with trade unionism; the association of underreporting and accident rates with SUS; and, finally, the institutional dispersion that involves the union struggle in the health issues of the worker. Next, a discussion with the bibliography identifying how a certain perception of the union presence in the construction of rights was constructed; and finally, it incorporates a chapter on the institutionalization of Health of the worker in the SUS. The whole debate about the health care of the worker, has the sense to show the necessity of political-programmatic unity between sanitarista and syndicalist.
