Teoria da governança econômica dos bens públicos: estudo do caso da bacia Paraguai-Paraná

The Paraguay-Paraná waterway extends through South America in the north/south direction, starting in Cáceres/MT (Brazil) and arriving in Nueva Palmira in Uruguay, totaling 3,442 kilometers, thus considered a waterway cross-border. The management, in this case, is carried out through an international corporate governance, in which decisions and negotiations must have the participation of several actors, at the national or international level. The purpose of this study is to discuss the use of the common good, the Paraguay-Paraná Basin. The methodology was qualitative, based on the collected bibliography and analysis about the Paraguay River in relation to its use as a means of transportation of trains and others. The materials mainly involve research from secondary sources, in an integrative review through the search in the published literature (sampling), evaluating the results produced in the works of several authors. It was used the spatial analysis of quantitative studies on the transformations of the common good, in this case the Paraguay River, as well as the temporal analysis through the history of the river and the waterway. The study showed the construction of the concept of public policies, the types of public management in Brazil, of managerial administration and analyzed public policies, corporate governance, Institutional Analysis and Development Framework - IAD, Common Pool Resources - CPRS theory, the Theory of Collective Action and Governance. Then, it was discussed the policies applied to the governance of waterways in Brazil and, more specifically, the Paraguay/Paraná Waterway and presented proposed models of integrated management of water resources. Finally, it brought the social and environmental practices of transportation in the Paraguay/Paraná Waterway and the perspectives of governance. It was concluded that the hydrogeographic dimension of HPP should be analyzed from the point of view of the administrative and political managements that each member country holds, since in a scenario where human occupation is done on all sides, it can generate conflicts and territorial disputes. Thus, the waterway occupation must be organized through territorial planning, with laws and international rules celebrated by all member countries that compose the HPP, seeking governance and corporate management in relation to the common good of all. The implementation of the Paraguay-Paraguay waterway will bring a link between the member states through a cooperation between the different actors involved in the different scales that go from the administrative management to the producers and riverside population, in a planned negotiation process, from the participatory governance, shared and integrated. Finally, the acceptance of the HPP installation by the actors involved is partial.
