In this dissertation, we approach a brief history of the main legal frameworks related to the legal treatment of marginalized children and teenagers in Brazil. Treating from baby hatches, passing through the orphanological colonies and the legal and educational structure of the current socio educative system. It is also about aspects of public security in Rio de Janeiro, and more specifically, in Baixada Fluminense, explaining the process of genocide of black youth in Brazil, and finally about the current socio educational project and its punitive characteristics. The structure and characteristics of the Integrated Service Center of Belford Roxo (CAI-BAIXADA) belonging to the General Department of Socio Educational Actions (DEGASE) are also analyzed. Authors such as Alessandro de Giorgi (2019), Priscila Reis (2017), Roberto Leher (2010), Silvio Almeida (2019), Vera Malaguti (2012), Thiago Sardinha (2021), Talison Vasques (2021), Dario Melossi (2004), among others, are used as references. The methodology used in the construction of this work is the documentary analysis methodology.
