The extraction of rock for crushing is included in the class of aggregate materials for construction, major issues being widely used for construction. This study area is defined as the local supply of gravel and other building materials, both because it is a local expansion of the metropolitan area as a shelter for major works and government projects. Highlighting key aspects such as the necessity of obtaining gravel, near or within urban centers expand, this paper's main objective is to diagnose and understand the current dynamics and the importance of mining of aggregates for construction (gravel) that occurs in municipalities Niterói, São Gonçalo and Marica. We tried to understand why such activities take place in urban space, showing who serves, as well as the environmental implications of the existence of each of the districts within the study area. It was identified that the gravel mining generates positive and negative impacts the population. Legal issues were raised in the existing environmental legislation and mineral in the master plans, zoning and organic laws, which are directly related to mining of aggregates for the construction industry, particularly the quarries, which are located in urban areas. In the study area, were found active quarries and quarries that housed ancient sites in the past, now have many new uses, also featuring a new spatial organization expresses, in some cases, the municipal environmental zoning. The city of Niteroi were better zoning in relation to exploration activities for stone crushing, than the cities of Marica and São Gonçalo, which present conflicts of land use and location, between what appears in the master plans, zoning in and what happens in reality.
