Subjetividade e gestão: a dinâmica entre o legal e o legítimo no processo de avaliação de indicadores do INCA

This research sought to understand the dynamics between the legal and legitimate from a process of evaluation of INCA s indicators. The goals were reporting the opinion of professionals on the evaluation of institutional performance, describe the perception of belonging and co-responsibility of professionals in institutional and contracts point out obstacles to strengthening the "culture of evaluation". The object of the study was built from theoretical references of French Psychosociology. As a methodological path, to the achievement of the proposed objectives, we conducted a qualitative study using semi-structured interviews. The interviews were arranged with the help of notes taken by the author in 62 meetings whose topic was evaluation and monitoring of indicators. The interviews were formed as the empirical material to carry out the analyses, aiming, in particular, the interpretation of those interviewed about strategic management demands. By analyzing the dynamics between the legal and legitimate, we conclude that the organization of the Institute for regulatory and legal provisions does not guarantee the legitimacy of the actions proposed. (Inter) subjective aspects not covered in the preparation of standards and guidelines make it difficult to reach necessary information. Finally, the study advocates the expansion of the approach the value of subjectivity in the process of INCA s management.
