In the midst of discussions about water resources, their use, supply and treatment, this research has the proposal to explore this subject, bringing a perspective on the charging for water, specifically, in the Paraiba do Sul River basin. Different Conferences and meetings have been held in recent decades to discuss the water issue, as well as to propose ideas, alternatives and ways to use this resource more intelligently, both to preserve this resource and to improve the services that are provided to society . With this, this research seeks to analyze the current situation of the water collection instrument in the Paraiba do Sul River basin, with a view to improving the collection instrument, as a pedagogical action, of shared action, also taking into account the peculiarities of the basin . For this, the research makes use of the bibliographic method, the documental analysis and the participatory research, through the experience acquired in the discussion forums for the management of water resources. Through consultation with academic databases, authors who have to contribute to the theme, books, theses and dissertations were used in order to support the elaboration of the work. The result of the research points out that there is a need to simplify and standardize the charging methodologies and criteria adopted in the different domains of the Paraiba do Sul River basin. Based on this observation, it is proposed that the charge for water use be analyzed from the point of view. view of the pedagogical aspects inherent to the instrument, according to the concept freely constructed from the work of Paulo Freire. We conclude that we have a way to go in the dialogue between the economic instrument of collection and a pedagogical instrument that is humanistic and dialogical, formulated through the exchange of knowledge in collective collegiates, such as basin committees, municipal councils, discussion forums , where everyone learns from everyone, in order to empower the local community for qualified participation in structuring the water management system.
