This dissertation is a research about the interrelation between the modalities of Young Learners and Adults Education and Special Education in the context of education as a right in its character of public policy. In those modalities of education we find situations that reaffirm their character which is doubly exclusionary: both have a responsibility to include those who were historically sidelined from the education as a right. This research had been developed in the municipality of Itaboraí - RJ. Taking into account the official view of education policy, especially from the Brazilian Federal Constitution of 1988, we defend the right to education for all citizens. As such, the main purpose of this dissertation is to study the implementation of actions by the public authorities, in the context of public policies, to ensure that young people and adults with disabilities receive their right to education, and analyze the ways in which the link between these two modalities happen in the researched municipality. Although the research presents some quantitative approaches, its main purpose was a qualitative analysis of updated information coming from the Brazilian Ministry of Education, from the City Department of Education and Culture of Itaboraí and through semi-structured interviews with School Leaders, teachers and others educational professionals. In this sense, the methodological procedures used to reach the proposed objectives were: analysis of documents, field research and semi-structured interviews.
