Resumo: The aim of this work is to reconstruct the deployment of heavy shipbuilding industry in Brazil during the administration of President Juscelino Kubitschek (1956-1961). The main sources were the Resolutions of Geicon, the Annual Reports of the Merchant Navy Commission and the Magazine Portos e Navios. We also resorted to secondary sources such as Laws, Decrees, the Development Council reports and articles published in newspapers of the time. Through careful study of that material we seek to restore the context in which hapeened the creation of Goal 28, describing its implementation, as well as the results obtained. Finally, we seek to demonstrate that the process of revitalization of the shipbuilding industry was permeated by conflicts between class fractions and that the State was the great arbiter of these tensions.

As principais fontes analisadas foram as Resoluções do GEICON, os Relatórios Anuais da Comissão de Marinha Mercante e a Revista Portos e Navios. Também recorremos a fontes secundárias como Leis, Decretos, Relatórios do Conselho de Desenvolvimento e matérias veiculadas em jornais da época. Através do estudo cuidadoso desse material procuramos recompor o contexto em que se deu a criação da Meta 28, descrever a sua execução, assim como os resultados obtidos.
