Certificações da qualidade e a certificação CERNE: análise comparativa de avaliação de desempenho de incubadoras de empresas

Resumo: This thesis presents the theoretical-conceptual field of business incubators in order to address the origin of the term and practices, of its evolutionary course in Brazil, as well as its importance in different aspects of the human, territorial and competitive national development field. In addition, the most important organizational certifications at national and international level are presented not only in the field of business incubators, but also in product, services and process certifications, and the CERNE Model is presented in a theoretical-conceptual way, as well as its characteristics, its certified levels, processes and incubators. The starting point of this study was the hypothesis that the CERNE Model is configured as an incubator certification more appropriate than the others discussed, and it is believed that with its improvement, CERNE has been configured as the most adequate, generating enormous value for the Brazilian innovation ecosystem. The methodology adopted here involved the search and treatment of secondary organizational data and standardization on institutional certifications; the exploration of primary data, which relied on issues previously organized in a semi-structured script, together with a set of key interlocutors that are part of the innovative national entrepreneurship ecosystem, more precisely managers of support entities and regulators of incubators in Brazil ; CERNE's presentation compared to other existing certifications; and the results of field research in the light of the hypothetical guiding question of our investigation. The field research was carried out through a semi-structured script and the application of an electronic questionnaire with 23 objective questions (sent to all incubator managers associated with ANPROTEC in 2018), from which we received 64 responses. From the results obtained, it was verified that the CERNE certification is the most suitable for Brazilian business incubators.

Ademais, discorre-se sobre as certificações organizacionais mais importantes em nível nacional e internacional não só no campo das incubadoras de empresas, mas também no de certificações de produtos e processos, e serviços, e apresenta-se de forma teórico-conceitual o Modelo CERNE, suas características, níveis, processos e incubadoras certificadas. O ponto de partida deste estudo foi a hipótese de que o Modelo CERNE se configura como uma certificação de incubadora mais apropriada do que as demais abordadas, e acredita-se que com o seu aperfeiçoamento, o CERNE tem se configurado como a mais adequada, gerando enorme valor para o ecossistema de inovação do Brasil. A metodologia aqui adotada envolveu a busca e o tratamento de dados secundários de organizações e normatização sobre certificações institucionais; a prospecção de dados primários, que lançou mão de questões previamente organizadas em um roteiro semiestruturado, junto a um conjunto de interlocutores-chave integrantes do ecossistema de empreendedorismo inovador nacional, mais precisamente gestores de entidades de apoio e de normatização das incubadoras no Brasil; a apresentação do CERNE comparativamente às outras certificações existentes; e os resultados de uma pesquisa de campo à luz da pergunta-guia hipotética de nossa investigação. A pesquisa de campo foi realizada através de um roteiro semiestruturado e a aplicação de questionário eletrônico com 23 questões objetivas (enviado a todos gestores de incubadoras associados à ANPROTEC em 2018), do qual recebemos 64 respostas.
