This research aims to examine the possibility that the Government is accountable use of post-consumer providers polluters to assign the burden of response to emerging growth of the amount of solid waste, dictated by cultural changes consumption and the economic and social transformations brought by technological and industrial development. Discusses the composition of the consumption chain, checking the causal link between participation in it - manufacturers, distributors and retailers - and increased release into the environment of solid waste resulting from consumption. Analyzes the concepts of flexibility and break the causal to check the appropriateness of civil liability of suppliers of products polluters, so those considering ending the addiction, or defect, to generate solid waste through their consumption, thus compromising the quality of city life, both directly, by their mere presence polluting the urban environment, and indirectly, in that it forces the allocation of resources for collection and disposal of this waste, in preference to other obligations of the Government for the fulfillment of the social function city.
