This study aims to analyze the politics of inclusion and the conditions for the permanence of students with disabilities at the State University of West Paraná (UNIOESTE). To this end, the historical circumstances of the inclusion/exclusion processes were contextualized, recognizing the possible constraints faced by the Brazilian higher education systems, and the lines and guidelines of the education in the State of Paraná were approached. Semi-structured interviews were used to address students with disabilities (physical, sensorial and/or cognitive), teachers, course coordinators, Campuses and Centers directors where these students were enrolled, members of the Institutional Program of Actions Related to Persons with Special Needs (PSN) and the directors at all campuses of the University. The statements presented by the interviewees recognize the relevance of PSN, highlighting that the actions developed by the team at the university application process are essential. However, they pointed out the need for action to an actual realization of the Program, which implies greater financial subsidy transfers and calls for public tender to hire skilled professionals to meet the existing demand in all campuses. It was possible to identify that UNIOESTE does not meet the requirements of the Brazilian standards in the construction sector (NBR 9050/2004) and the lack of permanence policies at the institution imposes limits to the existing diversity. Correlated to these questions, barriers that compromise the inclusion at UNIOESTE were identified, including the attitudinal, physical and systemic barriers. It is concluded that the debate on the inclusion of people with disabilities needs to root in the internal structure of the university and in the political and elitist conception of the Paraná s government, which still has a strong conservative wave that often stifle the counter-hegemonic movements, hindering the inclusion process of all citizens in a public, free and of good quality university
