This text presents the course of analysis and the results of the investigation of the offer of technical secondary education in health submitted to the State Council of Education of Rio de Janeiro. Our purpose with the research was to analyze the conception of training of the technical workers of the health, disputes and hegemonic perspective of the CEE RJ, seen from the convergences and divergences in relation to the training programs of health workers, present in the set of authorizations of the technical courses of medium level in health, issued by CEE RJ. The analysis focused on the transition from Decree No. 2.208 / 1997 to Decree No. 5.154 / 2004 and, within the scope of CEE RJ, the repeal of CEE RJ Deliberation No. 254/2000 and the origin of CEE RJ Deliberation No. 295/2005. Our hypothesis was that there are contradictions within the authorization policies that deny the dialogue between the education council and the structures that work in health policies. The methodological path involved qualitative and quantitative comparison of the proposals for training of human resources in health presented at the National Health Conferences - from the 7th CNS to the 14th CNS, from 1986 to 2011 - and the qualification programs and projects of these workers implemented by health policies, on the one hand; with the authorizing documents of the CEE RJ to the public and private institutions on the other. We identified the State Council of Education of Rio de Janeiro as a space of contradictions between public and private interests, whose mechanisms of operation were broadened toward obtaining consensus and consent of society, much more than the use of mechanisms of force and coercion. The conclusions point to the expansion of health professional education in the state of Rio de Janeiro detached from the political struggle for public health and the predominance of the market interest
