This thesis analyzes the relationship between citizen collaboration and public communication. It was based on the hypothesis that the creation of a collaborative system in the public sector, to be developed with Design tools, through citizen participation, would make it possible to deepen the citizenship's sense, expand the democratization of information and present a broader view of the society. It is believed that, within the scope of the Brazilian Institute of Geography and Statistics (IBGE), it would be possible to obtain different information from those ones raised in the field research of the institution. It is important to realize that the fields of Design and Journalism work together in the communication processes at IBGE and can be seen as innovation factors in the public sector. The research methodology used was the Illinois Design Research Model, in addition to an exploratory and systematic literature review and interviews. At the beginning of the research, it was identified theinexistence in the Government of a two-way collaboration system. For this reason, the model called G2C2G2S (Government-citizen-government-society) was proposed. It was verified that the citizen is interested in collaborating, understands its importance to society and feels valued for it. Evidence was also found that citizen collaboration can be a factor in strengthening democracy. Based on the G2C2G2S model and established guidelines, orientations were developed for the creation of collaborative systems for the public sector, called IBGE's COLAB Communication System. The relevance of this theme is directly related to citizenship and democracy, as well as the use of design for innovation. The originality of the research, in this context, comes from the observation that the statistical institutes - except for the Brazilian Institute of Geography and Statistics (IBGE) and the National Institute of Statistics of Chile (INE) - do not encourage collaborative practices or citizen participation. At last, it should not be forgotten that citizens must always be at the center of government attention, as they are the main users of public services.
