Resumo: This dissertation is an object of study health policy in general, cropped from the development of international conferences on health promotion. Observing the ideological inflection that the very concepts of health promotion and suffer. There is a lawsuit brought about by capital through international progressive emptying of the contents so that it adds value to this market sector, and its virtual commodification promoter of profits in substitution for his achievement as an inalienable right of the human being. With clipping in Niterói, a city that was the cradle of the movement and experience of Health Reform, it was possible to observe the impact of this process of ideological inflection operated by capital in the health field.

Observando a inflexão ideológica que os próprios conceitos de saúde e promoção sofrem. Há uma ação operada pelo capital através dos organismos internacionais de esvaziamento do conteúdo progressista para que se agregue valores de mercado à esse setor, e sua virtual transformação em mercadoria promotora de lucros em substituição a sua concretização como direito inalienável do ser humano.
