O Ceará Moderno: faces e contrafaces da modernização conservadora da era imperialista neoliberal (1987-2018)

Resumo: This thesis aims to analyze the conservative modernization particularities in Ceará, in the neoliberal imperialist capitalism context, contemplating a period that extends from the beginning of Tasso Jereissati’s first administration in 1987 – when Ceará was inserted in the neoliberal cycle of capitalist development –, observing the capital cross-party project in the region, at least until 2018, with Governor Camilo Santana. This investigation was based on Marxist theory, appreciating fundamental categories and key historical dynamics of both Brazilian and Ceará’s social formation. In parallel, this research analyzed documents prepared by Federal and Ceará State Government agencies; and macroeconomic and social indicators. The modernization project of the CIC industrial bourgeoisie, whose course was maintained by following governments, was structured on neoliberal practices expressed in the administrative machinery modernization and in an economic policy that, focused in inserting Ceará in the global market, was based on infrastructure consolidation and investments attraction – using a strong advertising campaign and an agressive incentive policy. It was a conservative modernization deepening, started with colonels in the 20th century second half, since, among other aspects, it remained dependent on the State intervation via tax incentives, keeping a strong land and capital concentration. Ceará State has reinforced its role as an agro-export economy – with emphasis to the exportation of raw materials and non-durable consumer goods such as food and shoes, produced by Ceará workforce overexplotation, wich was expressed in salaries below National and the Brazilian Northeast region averages – as well as maintaining its role as repository for the general reserve in the labor regional division. This specific form of Ceará’s participation in the value valorization process produced a marked economic growth and, also, as a counterpart, a strong impact on its social issues, reproducing historical expressions – such as the rural population migration, low income from work, income concentration, increased informatility and unemployment, a high number of workers in poverty or extreme poverty, precarius housing conditions, low education levels – and producing new manifestations – such as indebted families and increased violence – perceived unevenly in the State mesoregions.

A investigação se fundamentou na teoria marxista, apreciando categorias fundamentais e dinâmicas históricas chaves da formação social brasileira e do Ceará. Paralelamente a pesquisa analisou documentos elaborados por órgãos do Governo Federal e do Governo do Estado do Ceará; e indicadores macroeconômicos e sociais. O projeto de modernização da burguesia industrial do CIC, cujos rumos foram mantidos pelos governos seguintes, estruturou-se sobre práticas neoliberais expressas na modernização da máquina administrativa e numa política econômica que, voltada para a inserção do Ceará no mercado mundial, baseou-se na consolidação de obras de infraestrutura e na atração de investimentos – via ofensiva campanha publicitária e desenvolvimento de uma agressiva política de incentivos. Tratou-se de um aprofundamento da modernização conservadora iniciada com os coronéis na segunda metade do século XX, pois, dentre outros aspectos, permaneceu dependente da intervenção do Estado via incentivos fiscais, manteve a forte concentração fundiária e de capital. O Ceará teve reforçado o seu papel como economia agroexportadora dentro da divisão internacional do trabalho – destacando-se a exportação de matérias-primas e de bens de consumo não duráveis como os alimentos e calçados, produzidos mediante superexploração da força de trabalho cearense, expressa, dentre outros aspectos, nos salários abaixo da média nacional e da região Nordeste – bem como manteve seu papel de repositor do exército geral de reserva na divisão regional do trabalho.
