Energy issues evolve as a result of the general movement of the economy, government policies and the strategies of energy companies, and are influenced by countless macroeconomic, microeconomic, technological and environmental factors. In addition, the importance of this topic is felt on an international scale, due to the uneven dispersion of resources among countries and regions, and it is closely associated with economic and social development, making the issue of energy supply a top priority for countries in general. It is therefore important to analyze how Brazil has sought to ensure the energy supply needed for its national development and the well-being of its population, using a theoretical framework that takes into account the complexity of the subject, especially the interaction between domestic and international environments. Therefore, the purpose of this dissertation was to study the interrelationships between energy policy, foreign policy and Petrobras, in order to understand how energy security was implemented during President Lula s administration, which was marked by the achievement of self-sufficiency, the discovery of the pre-salt reserves and its role within the scope of biofuels, based on the articulation between the internal and external contexts, with a focus on South America. The findings show that, in the energy sector, a strategy of "self-sufficient diversification" was adopted, aiming to achieve both self-sufficiency and the diversification of energy sources, while always seeking to enhance Brazil s energy potential. The study also concludes that Petrobras actions, in the domestic and foreign markets, and those taken in furtherance of Brazil's foreign policy - bilateral, multilateral and actions to promote South American energy integration - were consistent with this strategy of energy policy, which prioritized the domestic dimension of energy supply.
