This work proposes an analysis of the culture of silence, an expression used by Freire, which is based on the exclusion and develops around a unidirectional, centralized and hegemonic media, concentrated on the hands of strong corporations. The culture of silence is opposed to a dialogical communication, a concept also created by Freire, according to which the communication implies a relation and is based on the democratic right to communication. This work will analyze the negative effects of the concentration of media, which jeopardizes the free circulation of information, by omitting information and favoring certain groups to the detriment of others. This paper will also discuss a typical Brazilian phenomenon known as electronic coronelism, a clientelism culture in which the radio and television broadcasting licenses are used as bargain. This work will also discuss the possible pedagogic influence of media, due to the importance attributed to them. As a counterweight to the culture of silence, this work will discuss the right to communication, which is currently recognized as a human right. This paper will analyze the reactions to the hegemonic media, by identifying new social actors that fight for the sector s democratization. In this sense, the new information technologies and the advent of internet contributed to expand the democratic arena and break the barriers imposed by traditional media corporations. New discussion areas are now available and the dialogic communication anticipated by Freire is now in course. The research highlights the importance of democracy in communication, but other steps are also required to overcome the passivity and develop and critical sense of spectators and the need of an alternative project of nation, aimed at emancipation
