This dissertation has as its main goal the comprehension of the work of the Truth and Reconciliation Commission of Peru, with emphasis in its efforts to formulate a reconciliation policy. The understanding of this policy will be guided by the balance of two analyses. The first one encompass the contents of the Final Report, produced by the Commission, with the main objective of understanding the major aspects regarding the reconciliation concept produced by the CVR, as well as to map the policies formulated from this concept, in order to understand the CVR's comprehension on the matter. However, the Commission defined that its Final Report was to be a document in which the victims voice would be the foremost expression, so these victims could be the protagonists in the efforts to reconstruct the past. In this sense, a second analysis is crucial, which is to study the narratives of the victims, to comprehend if their demands were compatible with the ones presented in the Final Report. In this part of the research, the victims demands are seized from the testimonials presented in the Public Audiences held by the Commission through its two years of work. With the purpose of providing a broader explanation regarding CVR's reconciliation policy, this dissertation also construe a research on the main ideas mobilized by the field of transitional justice, in order to gather the ideas that were important to the CVR own reconcilitation concept, and a research on the way the commissioners organized its own work and constructed the idea of the Commission as a legitimate institution when it came to speak in the name of the victims
