The purpose of this research is to investigate the process of resumption of migration policies by the Brazilian federal government between the years 1907 and 1914 of the First Republic, within the macro context of the Great Migration, in order to consider the laws and decrees of the period as main documents to be used for understanding state policies. In addition, it is intended to make a bibliographic review in relation to the years prior to the delimitation, understanding its importance as a process of rupture and continuity incorporated into the immigration project. Finally, the importance of the study of the Immigrant Hostel of Flores Island is highlighted as one of the main strategies and subsidies of the public policies that will be described and in the process of immigration at the national level. For access to immigration flows and main characteristic and information related to immigration, it was necessary to examine the Ministerial Reports of Agriculture and Industry, Traffic and Public Works of the years related to that determined.
