Resumo: This thesis discusses the limitations, contradictions and non-compliance of the International Cooperation for Development in relation to the announced objectives of development, bringing it to the field of analysis of its political and institutional effects, such as the relations of dependence produced and reproduced and that affect mainly the “beneficiary” countries. The general objective of the thesis is to analyze and understand the political and institutional effects of Brazil, China and Portugal official International Cooperation for development in Cape Verde and Guinea-Bissau, considering that cooperation resources destined to both countries, with the purpose of supporting development, produce multiple political effects. The main hypothesis is that the traditional cooperation model (North-South), in this case the Portugal cooperation, tends to contribute to the structural conservation of Cape Verde and Guinea-Bissau dependence. In turn, the South-South Cooperation, whose main doctrines profess Brazil and China in the two african countries analyzed, is ineffective and/or omitted from the point of view of generating autonomy for the two “beneficiary” countries, when it does not generate new forms of heteronomy. At the general level, although there is still a dichotomy between the North-South Cooperation model and the South-South model that has been built throughout history, it has drastically decreased in the last two decades, with the engagement of new powers in international political and economic games. In methodological terms, the thesis combined the cooperation patterns of the “donor” countries (principles, norms, institutions, type of resources, lines of action and practices via projects and financing) with the structural conditions of the “beneficiary” countries (bureaucracies, level institutionality, level of performance and pressure from social organizations, political stability or instability, use of agency) to infer the political and institutional effects of the IDC. The thesis privileged the qualitative analysis method based on two case studies developed by the author in Cape Verde and Guinea-Bissau, analysis of official documents, interviewees ‘s speeches and specialized bibliography.

O objetivo geral da tese é analisar e compreender os efeitos políticos e institucionais da Cooperação Internacional para o Desenvolvimento oficial de Brasil, China e Portugal em Cabo Verde e Guiné-Bissau, considerando-se que os recursos da cooperação destinados aos dois países, com o propósito de apoio ao desenvolvimento produzem múltiplos efeitos políticos. A principal hipótese é que o modelo tradicional da cooperação (Norte-Sul), neste caso o modelo da cooperação de Portugal, tende a contribuir para a conservação estrutural da dependência de Cabo Verde e Guiné-Bissau. Por sua vez, a Cooperação Sul-Sul, cujas principais doutrinas professam Brasil e China nos dois países africanos analisados, se manifesta ineficaz e/ou omisso do ponto de vista de geração de autonomia aos dois países “beneficiários”, quando não gera novas formas de heteronomia. No plano geral, embora ainda exista a dicotomia entre o modelo da Cooperação Norte-Sul e o modelo da CSS que se construiu ao longo da história, ela diminui drasticamente nas últimas duas décadas, com o engajamento dos new powers nos jogos políticos e econômicos internacionais. Em termos metodológicos, a tese combinou os padrões de cooperação dos países “doadores” (princípios, normas, instituições, tipo de recursos, eixos de atuação e práticas via projetos e financiamentos) com as condições estruturais dos países “beneficiários” (burocracias, nível de institucionalidade, nível de atuação e pressão das organizações sociais, estabilidade ou instabilidade política, uso de agência) para inferir os efeitos políticos e institucionais da CID.
