The public policies of culture in Brazil have undergone a participatory turnaround in the last decade that provoked an inflection in the way culture is understood by the State and how it perceives the citizen in the context of public decisions. The public of culture has never been so deeply involved in the debate about what the role of the State should be in the cultural field, as happened in recent years, especially since 2005, with the first National Conference on Culture in Brazil. From that time on, the public debate in all spheres, included sections of the population historically neglected in the debate, culminating in the proposal for the creation of a Culture System that would integrate State (in all spheres of Government) and Society (and not just artists) for cultural development. This work presents aspects of how the Culture System in the State of Rio de Janeiro has been implemented, especially focusing on the participatory component implicit in its formulation and without leaving the discussion ofnaturalized conceptions about State, Culture and Participation, in the contemporary debate. It seeks, above all, to reflect on the capture of these concepts by the neoliberal perspective, which is in force throughout the world and with historical roots in Rio de Janeiro politics. We analyse the years in which the State System of Culture of Rio de Janeiro was under debate throughout the state, culminating in Law 7035/2015 and how the historical tensions with participation were exposed during the implementation of the participatory assumption in the public management of culture In the State
