CPI do Crack: uma etnografia acerca do problema das "drogas" com parlamentares.

While a portion of the national media disseminated information about "cracolandias" and disseminated the idea that we would be experiencing a "crack epidemic," a set of crack-fighting policies was formulated, most of the time assuming: The relationship between crack and street. In the sense of denaturalizing this relationship, consolidated in epidemiological studies mainly, also of collective health and even social sciences, we elaborated the following question: what does crack have to do with the street? With the objective of analyzing the construction of the problem of "drugs" in an Parliamentary Committee of Inquiry (CPI) of ALERJ, I carried out an ethnography with parliamentarians who composed the Crack CPI and its advisors. The analysis of the final report of the CPI and the interviews with parliamentarians and their teams throughout the year 2016 were fundamental to understand this moral enterprise surrounded by censorship, as the refusal to include the expression damage reduction in the report. The backstage of the CPI of Crack were able to reveal the different possible motivations for the installation of the Commission, to affirm the presence of moral and religious values that were decisive for the direction that the Final Report would take and a moral gradation in the position of the parliamentarians and their advisors in Comparison to crack and "other" drugs. In addition, we also present a medical-scientific discourse affirming the location of the problem of "drugs" in the State of Rio de Janeiro in the field of public health and highlighting the need for the production of statistical data for the promotion of public policies capable, To fight poverty and poverty. We hope that this ethnographic investment in documents and events promoted by the said "public power" will also contribute to studies on the construction of other relationships, be it between substances and spaces, or between users and populations.
