Resumo: The projection of new actors in Brazil's foreign policy has gained force in the last decade, with considerable deepening of this process in the Lula government, as a result of factors such as the consolidation of Brazilian democracy, the country's growing international projection, Brazilian major involvement in cooperation projects for the development and success of public policies that have been demanded externally. Ministries, agencies, departments and other State agencies have actively engaged in discussions, cooperation projects, and even the decision-making process with regard to international issues. Social actors, such as entrepreneurs, political parties, trade unions, academic communities and non-governmental organizations, for example, also act in this context, forming pressure groups, providing technical support, opening businesses abroad etc. Given this change, this dissertation's main goal is to analyze how the dialogue has been established between the Brazilian Foreign Ministry and new actors, with emphasis on non-governmental organizations (NGOs), under Lula. This dissertation is divided into three chapters: the first chapter associates the Lula government's foreign policy to major participation of new actors in the Brazilian foreign policy, the second chapter discusses the historical bureaucratic insulation to assess behavioral changes in the Brazilian Foreign Ministry's dialogue with new actors, in particular non-governmental organizations, and the third chapter refers to a case study on the interaction between the Brazilian embassy and the Brazilian NGO Viva Rio in Port au Prince, Haiti.

Ministérios, agências, secretarias e outros órgãos estatais têm participado cada vez mais de debates, projetos de cooperação e, até mesmo, do processo decisório relacionados aos mais diversos temas internacionais. Atores sociais, como empresariado, partidos políticos, sindicatos, comunidades acadêmicas e organizações não governamentais, por exemplo, também atuam nesse contexto, formando grupos de pressão, prestando assessoria técnica, abrindo negócios no exterior, etc. Tendo em vista essa mudança, o objetivo central dessa dissertação é avaliar de que modo tem sido estabelecida a interlocução entre Itamaraty e novos atores, com ênfase nas organizações não governamentais (ONGs), durante o governo Lula.
