Sistema municipal de ensino de Queimados/RJ: uma política de descentralização?

This research intends to analyze the public policy, in the field of Brazilian education, for the creation of the Municipal Education System (SME), its limits and contradictions as a nominal proposal of educational decentralization within a State of classes, having, in this debate, municipal education of Queimados/RJ as a focus. Through the historical-dialectical materialist perspective, we analyzed the creation of the SME of Queimados/RJ, by law 411/99, from the proposals for the creation of SME in the CF of 88 and in the LDB 9394/96, considering the Reform of the State of 1995 and the administrative reorganization that started from it, the laws of the state of Rio de Janeiro and the elements established in the municipality from the creation of the SME. In order to understand this policy as a nominal proposal of decentralization, we systematized the categories dependent capitalism and totality for a better understanding of national measures in the field of municipal education, identifying how political reconfigurations - from the influences of international organizations in the reorganization of the State with the “reform” of 1995 – consolidated a policy and a conception of decentralization/deconcentration. When analyzing the Queimados SME, its relationship with state policy and its contradictions as a policy of decentralization and autonomy promotion, we highlight the particularities of the studied municipality, considering the specificity of the intense formation of SME in the municipalities of the State of Rio de Janeiro, and some universalities of SME at the national level.
