This thesis aims to study education in the state of Guanabara, in the period 1960 to 1965, during the government of Carlos Lacerda. Assumes appointed by Jacques Le Goff that history is a construction knowledge, mediated by critical interpretation of the documents, always precarious and subject to redefinition. Were used as sources of research publications on the topic of education of the period, relating to the long process of drafting the first Law of Directives and Bases of National Education - Law No. 4.024, promulgated in December 1961; some articles of the journal Tribuna da Imprensa , a newspaper that belonged to the politician and the first elected governor of the state of Guanabara, Carlos Lacerda; and the interview with Education Secretary Terezinha Saraiva. These sources, according to Pierre Nora, as they constitute "places of memory they led to find the " maximum sense" in this release possible about the school in Guanabara and the Brazilian education in the 1960s. The political field in Bourdieu enabled to analyze the political forces, their representatives and their projects during the period covered. The study focused on the involvement of Congressman Carlos Lacerda in the process of handling the LDB, because one of his substitutives of the project based the law, as well as analyzing the educational policy implemented by his government, for since his election campaign the topic Education was one of the main aspects
