Considerações sobre o planejamento regional no Rio de Janeiro: uma análise do Consórcio Intermunicipal do Leste Fluminense (CONLESTE)

Resumo: This paper presents and analyzes the Intermunicipal Consortium of the East Fluminense (Conleste), created in 2006 and composed by sixteen municipalities of the state of Rio de Janeiro, with the aim of finding solutions to the impacts of Petrobras Petrochemical Complex (Comperj). Discusses the crisis of regional planning and the absence of land management arrangements that meet the specificities of the Brazilian federative pact. Presents intermunicipals consortiums as an alternative used by many Brazilians cities for the obsolete model of Brazilian metropolitan areas, without, however, stopping in the proof of effectiveness. Through a literature review of classic and contemporary authors, addresses the controversial concept of region as a method for understanding the regional function performed by the consortium. Debate the importance of intermediate scales amidst the false global-local polarization. Reinforces the idea of the need of articulation among the different spheres of government in order to minimize the inconvenience caused by the urban chaos that lives the population of the Conleste area.

Discute a crise do planejamento regional e a ausência de arranjos de gestão do território que atendam às especificidades do pacto federativo brasileiro. Apresenta os consórcios intermunicipais como alternativa utilizada por muitas cidades brasileiras ao modelo obsoleto das Regiões Metropolitanas, sem, contudo, se deter na comprovação da eficiência dos mesmos. Através de uma revisão bibliográfica de autores clássicos e contemporâneos, aborda o controverso conceito de região, como método para compreender a função regional exercida pelo consórcio. Debate a importância das escalas intermediárias em meio à falsa polarização global-local.
