Resumo: The formation of Solidarity Economy initiatives that appear with the main perspective of surpassing the poverty conditions has become more notable as of 1990. Solidarity Economic Enterprises are a means of common work organization in which the relation between capital and work is not the traditional one, in which the management dynamics presents an important political and cultural meaning, giving conditions to political and material capacity privations be surpassed. The development of Solidarity Economy in Brazil was conducted to the consolidation of the Solidarity Economy Movement, which has as principal expression the Solidarity Economy Brazilian Forum. The research that orients this thesis analyses the dynamics which delineates the formation and consolidation of the Solidarity Economy Brazilian Forum. It also aims, through the research mentioned, at the perception of how the politic participants of this movement are configuring the popular organization in favor of social transformation. To this research realization, it was developed an exploratory study which involved, among other things, field work through research data directed to the observation of three state plenary sessions (RJ, PB and RS) which compose the preparatory process of the IV Solidarity Economy National Plenary. Moreover, it was created a general delineation of the solidarity economy situation in the three states analyzed in field work. The source for this delineation was the Solidarity Economy Information System of the National Secretariat of Solidarity Economy. This work arises from the comprehension that the social question is the category that explains the totality of the context in which the Solidarity Economic Enterprises and, consequently, the Solidarity Economy Movement in Brazil are formed. In this manner, theoretical reflections about this thesis is guided through the perspective of discussing the popular organization in the solidarity economy movement as a significative point of view on social issue.

Os Empreendimentos Econômicos Solidários (EES) configuram formas coletivas de organização do trabalho em que a relação entre capital e trabalho não está posta da forma tradicional e em que a dinâmica de gestão apresenta importante significado político e cultural, dando condições para superar a privação de capacidade políticas e materiais. O desenvolvimento da economia solidária no Brasil foi convergindo para a consolidação do Movimento da Economia Solidária, que possui, como principal expressão, o Fórum Brasileiro de Economia Solidária. A pesquisa que orienta esta tese estuda as dinâmicas que caracterizam a formação e consolidação do Fórum Brasileiro de Economia Solidária e visa, a partir deste sujeito de pesquisa, à percepção de como os atores políticos deste movimento estão configurando a organização popular em prol da transformação social. Para a realização da pesquisa, desenvolveu-se um estudo que envolveu, entre outros, trabalho de campo através de um corpus de pesquisa voltado ao acompanhamento de três plenárias estaduais (RJ, PB e RS) que compuseram o processo preparatório da IV Plenária Nacional de Economia Solidária. Além disso, realizou-se uma caracterização geral da situação da economia solidária nos três estados estudados no campo, tendo como fonte o Sistema de Informação de Economia Solidária da Secretaria Nacional de Economia Solidária. Este trabalho parte da compreensão de que a questão social é a categoria que melhor explica a totalidade do contexto em que se formam EES e, consequentemente, o movimento da economia solidária no Brasil.
