We have witnessed in the last decades the rising of a socially conscious legal order. There has been a gradual steering from the classic society of States towards an International Law marked by principles such as a sociological unity, common goals and a duty of cooperation. In line with this shift, the normativity of International Law itself changed. The purpose of this dissertation is to study the framework conventions from two autonomous but correlative perspectives. First, the dissertation will address whether the framework conventions follow the traditional contours of multilateral treaties in International Law. In particular, the dissertation will examine whether the classic elements of bilateralism and reciprocity are present in the framework conventions. Second, the dissertation will address whether the institutional bodies created by the framework conventions may be referred to as international organizations, subjects of International Law created by multilateral treaties.
