Dinâmica da accountability no contexto da governação local em Moçambique entre 1998-2016: um estudo dos municípios da Matola e Beira

Resumo: | This thesis aims at understanding the dynamics of accountability in the context of local governance in Mozambique between 1998 and 2016. It particularly seeks to explore the factors that influence its implementation in the municipalities of Matola and Beira. Based on historical institutionalism, particularly the path dependence approach, we seek to trace the processes, and identify the factors influencing the application of accountability in the context of local governance in Mozambique. The focus is on the factors influencing differences observed between the two study settings. A qualitative approach based on retrieval bibliographic research, documentary research, interviews, direct observation, was used to collect data. A total of 100 participants of both Matola and Beira Municipalities were interviewed. These participants include members of municipal parliament, members and employees of municipal councils and citizen living in both study settings. Content analysis approach was applied to analysis the data. The findings show that there are several institutionalized mechanisms used to implement accountability, in both dimension of answerability and enforcement. Data also reveal that there are differences with regard to implementation of accountability in two study settings. The municipality of Beira seems more dynamic than Matola with regard to implementation of accountability. In this municipality, the executive has made greater efforts to inform, explain and justify its decisions and actions to the local citizen. Moreover, the citizen of this municipality has used several institutionalized mechanisms to reward and punish the local governors based on their performance. The study findings also highlight that factors such as the trajectory of the construction of the Mozambican state, the role played by the political parties, the electoral system and the government system also influence the implementation of accountability in the Municipalities of Beira and Matola. However, these factors do not account for explanation of the differences observed between these municipalities. Rather, the participation, the competition, the nature of the vote and the contingency or contextual factors enable to explain the differences observed in the dynamics of the implementation of accountability between the two study settings. |

Apoiado no institucionalismo histórico na perspectiva de path dependence procuramos rastrear processos para identificar os fatores que influenciam o exercício da accountability no contexto da governação local em Moçambique. Entre esses fatores procuramos discriminar aqueles que explicam as diferenças que se observam entre os dois casos de estudo. A pesquisa é essencialmente qualitativa, combinando várias técnicas de pesquisa, nomeadamente: pesquisa bibliográfica, pesquisa documental, entrevistas e observação. Foram entrevistadas 100 pessoas residentes nos municípios da Matola e Beira dentre as quais: membros das assembleias municipais, membros e funcionários dos conselhos municipais e munícipes. Para análise dos dados recorremos à técnica de análise de conteúdo. Os resultados mostram que, nos municípios em estudo, existem vários mecanismos institucionalizados para a materialização da accountability tanto na dimensão de answerability assim como de enforcement. Os dados empíricos revelam, ainda, a existência de diferenças na dinâmica do exercício da accountability entre os dois municípios, sendo Beira aquele que apresenta um exercício mais efetivo que Matola. Na Beira o executivo municipal tem feito maior esforço para informar, explicar e justificar as suas decisões e ações à população local. E a população deste município tem usado os vários mecanismos instituídos para premiar e punir os governantes em função do seu desempenho. Embora fatores ligados à trajetória da construção do estado moçambicano, o papel desempenhado pelos partidos políticos, o sistema eleitoral e sistema de governo sejam fatores que influenciam o exercício da accountability nos municípios da Beira e Matola, eles não dão conta de explicar as diferenças que se registram entre estes municípios.
