Inovações democráticas, redistribuição e qualidade da democracia: análise da efetividade dos colegiados territoriais de desenvolvimento rural no Brasil

Does the adoption of democratic innovations in which the participation, represen- tation, or deliberation of the civil society increases in the public policy cycle produce effects? Do such results matter to the quality of democratic regimes? This doctoral thesis answers these questions by analyzing the impact of the adoption of democratic innovati- ons in the access of small farmers and other rural’s agents to the redistributive policies for rural development in Brazil. The Territorial Committees for Rural Development are the object of this doctoral thesis; such innovations were adopted as the participatory strategy for the rural development policies by the Brazilian Government from 2003 until recently. The thesis argues that democratic innovations can promote impacts in the policy-making and, when adopted with a national scope, might engender macro-level changes in the quality of democratic regimes. Testing a variety of statistical models, the thesis argues that in municipalities where Territorial Committees were constituted, rural agents were more likely to access and receive higher grants on federal policies for rural development. The thesis analyzes four public policies of Rural Development these policies are Brazilian National Programme to Strengthen Family Farming (PRONAF), the Food Acquisition Program (PAA), the Program for the Acquisition of Family Agriculture Products for School Nutrition (PNAE), and the Program of Technical Assistance and Rural Extension policies (ATER). To precisely identify the causal effects of the Territorial Committees, the thesis explore the geographical discontinuity in the expansion of this democratic innova- tion relying on statistical models where municipalities in the vicinity of the Committees, however without such democratic innovations, are compared with those where the inno- vations were adopted. The thesis complements the argument using qualitative data based on interviews with public officials and rural activists from the civil society conducted by the Author. The results confirm the hypothesis that the opening of participatory chan- nels broadens the capacity of local actors to access federal rural development policies. Qualitative data indicate that the Committees were able to reduce the informational gap between the State and local agents in the policy-making, allow bureaucrats to adjust the policies to local specificities improving the supply side, and to individuals at the local level to increase their level information, broaden their social capital skills, and reduce bureaucratic barriers promoting greater access to the policies.
