Righteousness in the management of public affairs is a historical concern in Brazil and during its history it has been marked by moralism and by the reaction to events of national relevance. The result is a purposely disconnected system, formed by several norms that do not dialogue, attributing competence to institutions that act under different rationales, investigating the same facts and having similar sanctions available. For the accused, lack of coordination means disrespect for their rights and guarantees, being buried by different processes, with potential divergent results or making available consensual solutions that do not guarantee effective results. The present research is divided into three objectives: it seeks to understand the historical origin of this lack of coordination; to describe the dissonant values that result from this reactive search for the punishment of improbity, having on one hand the constitutional rights and guarantees and on the other the incessant search for punishment, understanding the control system as an end in itself and not as an instrument; and, finally, it tries to offer solutions to the main problems identified, such as the plurality of institutions involved in the probity control system and the inevitable bis in idem that results from it.
