The present work has as main objective to promote a social and environmental diagnosis of the Administrative Regions (R.As.) of Lagoa and the southern part of Rocinha in Rio de Janeiro, with emphasis on problems related to deficits in urban infrastructure in a prospect of integrating the efforts of social actors involved in urban environmental planning and management in the study area, the establishment of the Coastal Management Plan Municipal of Rio de Janeiro. For such instruments were used as a guide, the Master Plan of Rio de Janeiro (PD / RJ) and the National Plan of Coastal Management. The methodology presented by IBGE the production of Sustainable Development Indicators in conjunction with the use of Geographic Information Systems (GIS) has allowed the spatial and identifying areas of potential risk, both socially and environmentally. The results show that most of the problems related to bathing beaches in the region are directly linked to the character deficit in terms of sewerage infrastructure in areas of poor clusters located in hillside areas, as in the Rocinha and Vidigal, contrasting with the results obtained in formal neighborhoods neighbors and thus confirming the need for improvements regarding the management mechanisms for these areas. Thus, in a perspective of collaborating in efforts to an integrated and participative management, we built a geographic information system for the Internet - the SIGWeb Laro, allowing broad access to results concerning the indicators studied, the level of census tract for A., allowing monitoring of the progress of actions from the public face of their demands, following the guidance of the institutional instruments of territorial planning and management efforts and uniting the consolidation of the Information System of Coastal Management at the municipal
