From the formulation of a genealogy of the concept of Brazilian strategic surrounding, this dissertation seeks to evaluate how the Brazilian projection towards the South Atlantic Ocean, and the main strategic challenges arising from this action, were important in the reconfiguration of Brazil's strategic environment – including the South Atlantic Ocean, the bordering countries of Africa and Antarctica - and to set the paths for the formulations of the strategic plans of the Brazilian Armed Forces, especially the Brazilian Navy. The work uses as a temporal cut the two governments of Luiz Inácio Lula da Silva, due to the advancement of discussions and practices related to the Brazilian strategic environment and to the issues related to the South Atlantic. The methodology that guides the research is qualitative analytical, having as a method the investigation of documents such as the National Defense Strategy and the National Defense White Paper, as well as the analysis of Brazilian Navy projects about the Brazilian operation in the South Atlantic. Are evaluated the speeches and presentations in the scope of the Commission of International Relations and Defense of the National Congress. It was therefore sought to assess how the South Atlantic has become increasingly central, within the scope of the Brazilian defense policy concerns, and the Brazilian government, with the reaffirmation of the South Atlantic as part of its strategic environment, formulated and implemented the policies and strategies that sought to ensure the protection of the maritime region of Brazilian jurisdiction - the Blue Amazon - as well as an intention to keep the South Atlantic as a region of greater opportunity for cooperation with the countries bordering the ocean, including in the area of defense.
