Resumo: The circular economy is a response to the linear economic model. It proposes an economic growth that is decoupled from the use of natural resources and functions in an integrated way with the planet's biodiversity, resulting from the concept of sustainable cities. The general objective of this dissertation is to analyze the feasibility of implementing the circular economy in the packaging industry in general and to enable Brazilian cities to become sustainable cities. Specifically, with regard to the use of plastic packaging in general. To this end, the deductive scientific method was applied with a qualitative research approach to support the achievement of this objective. In addition, an applied and descriptive research was applied, in which a case study was carried out, focusing on the analysis of the possibility of using these strategies for the implementation of the circular model of packaging in general in the CONLESTE region, helping to transform the municipalities of the consortium into sustainable cities. In this way, packaging manufacturers in general can use the design and development process of this artifact from the beginning based on sustainable premises with a view to the past and a vision for the future with a focus on the end of the useful life of the packaging to fulfill the "cradle to cradle" life cycle. Alternatively, a commitment can be made to establish guidelines to accelerate the transition to a circular economy, on the one hand, and to restructure the packaging take-back logistics system in general, which has been compromised by the sectoral agreement in force in each case, on the other. The results obtained from the case study were fruitful. Because CONLESTE will be able to use the Sustainable Development Plan for 2018 to 2030 as a lever of public administration to introduce the circular economy of packaging in general in the region, thereby promoting businesses and/or circular markets derived from these nutrients, generating jobs and income. We hope this dissertation can stimulate reflections and debates on the construction of pathways for the transition to the circular economy in a way compatible with the Brazilian reality, and also contribute to the recovery of the urban and natural environment of Brazilian cities.

A presente dissertação tem por objetivo geral a análise da viabilidade da inserção da economia circular de embalagens em geral no país, e permitir que as Cidades brasileiras possam se transformar em Cidades sustentáveis. Especificamente, quanto ao uso de embalagens plásticas em geral. Para tanto, adotou-se o método científico dedutivo com abordagem de pesquisa qualitativa para orientar o alcance desse objetivo. Adicionalmente, empregou-se uma pesquisa aplicada e descritiva, em que se realizou um estudo de caso voltado para a análise da possibilidade de emprego dessas estratégias para introdução do modelo circular de embalagens em geral na região do CONLESTE, e contribuir para a transformação dos Municípios consorciados em Cidades sustentáveis. Com isso, os produtores de embalagens em geral, poderão usar, desde o início, projeto e processo de desenvolvimento desse artefato calcado em premissas sustentáveis com um olhar para o passado, e uma visão para o futuro com foco no fim da vida útil das embalagens, cumprindo-se o ciclo de vida do “berço ao berço”. Alternativamente, pode-se adotar o termo de compromisso para estabelecer, de um lado, as diretrizes para acelerar a transição para a economia circular, e, de outro, reestruturar o sistema de logística reversa de embalagens, em geral, que ficou comprometido com o respectivo acordo setorial vigente. Os resultados alcançados com o estudo de caso foram profícuos. Isso porque, o CONLESTE poderá utilizar o Plano de Desenvolvimento Sustentável para 2018 à 2030 como alavanca de gestão pública para introduzir a economia circular de embalagens em geral na região, e, com isso, fomentar negócios e/ou mercados circulares decorrentes desses nutrientes com geração de emprego e renda.
