COMMON USE RESOURCES AND ENVIRONMENTAL CONFLICTS IN SAVANNAS AT MINAS GERAIS: SOME REFLECTIONS

Resumo: | This article seeks approach of several discussions about natural resources that has a common use of savannas at Minas Gerais. We connect these discussions to the field of environmental conflicts. First, we have to clarify that Savannas are used here as a plural word because we have to think them considering its vast social, ecological and environmental dimensions. The methodological procedures were done this way: we did a bibliographic review about two issues and the observations were followed by the analysis of a qualitative research developed with peasants in the savannas of northern Minas Gerais and Jequitinhonha Valley. This researches used as tools for data collection, semi-structured interview and oral reports recorded on audio, as well as field notes. The reflections point out that policies intended for savannas and the shares of capital prompt have carried out those areas to a deep degradation, ant it has resulted in an environmental imbalance, consequently it has put people in territorial disputes. Up to the present the experiences has shown that the natural resources exploitation in common ownership by the region's people has been an efficient way of conserving Brazilian Savannas, even though they are still subjected to degradation. Thus, it is necessary a wider attention to public investment in that area, it is necessary the return of the occupied territories too, returning them to the natural people from Brazilian savannas as well as its conservation. |

Inicialmente ressalta-se a necessidade de explicitar que o(s) Cerrado(s) aqui é (são) tratado(s) no plural, pois não há como pensá-los sem considerar sua vasta dimensão social e ecológica/ambiental. Os procedimentos metodológicos foram a revisão bibliográfica sobre as duas temáticas abordadas e a observação, acompanhados da análise de pesquisas qualitativas desenvolvidas com camponeses nos Cerrados do Norte de Minas e do Vale do Jequitinhonha. Nessas pesquisas, utilizaram-se como instrumentos para coleta de dados a entrevista semiestruturada e os relatos orais gravados em áudio, bem como anotações de campo. As reflexões apontam que as políticas destinadas aos Cerrados e as ações do capital levaram e têm levado essas áreas à extrema degradação, resultando em desequilíbrios socioambientais que, consequentemente, colocam esses territórios em disputa. As experiências vêm demonstrando que a exploração dos recursos naturais em regime de propriedade comum pelas populações sertanejas, até o presente, é uma forma eficiente de conservação dos Cerrados, embora também estejam sujeitos à degradação.
