The urban landscape and its relationship with the event of heavy rainfall in the semiarid region of Brazil: The case of the city of Caicó-RN

Resumo: The characteristics of Caicó's urban landscape are no different from those of other nearby cities, also located in the semi-arid northeast. With the urban expansion, the construction of houses and small commercial establishments took place near the floodplain areas and the riverbed. In this way, this article aims to analyze the urban landscape of Caico/RN city located in semi-arid of the Rio Grande do Norte state and its relation to the intense weather conditions, specifically the rainfall. As a theoretical base, it became the theory of Urban Climate System, where emphasis was given to intense hidrometeorological events (>50mm/d-1), especially some daily events in the 2008, 2009, 2011 and 2013 years. The rainfall data were collected at the National Institute Meteorology - INMET and, simultaneously, the landscape was analyzed by the urban historical evolution with plants of different periods and current images of Caicó. The results showed that the urban structure of Caicó doesn’t fully adequate to the intense rainfall events due to the variability and intensity of this events coupled with construction density and inadequate occupation in Barra Nova and Seridó riverbanks. Valleys and riverbanks must be respected when it comes to urban growth and even in regions with a semi-arid climate flooding is not frequent and cause impacts on the urban environment.

Con la expansión urbana, la construcción de casas y pequeños establecimientos comerciales tuvo lugar cerca de las zonas de la llanura de inundación y del lecho del río. Em este sentido este artículo tiene como objetivo analizar el paisaje urbana en la ciudad de Caicó / RN ubicada em el semiárido de la província de Rio Grande do Norte y su relación con las condiciones climáticas extremas, especialmente la precipitación (lluvia). Como una base teórica, se convirtió en la teoría del sistema de clima urbano, donde se le dio énfasis a eventos hidrometeóricos intensos (>50mm/d-1), especialmente algunos hechos cotidianos que ocurren en 2008, 2011 y 2013. Los datos de precipitación se recogieron en el Instituto Nacional de Meteorología - INMET y al mismo tiempo, se analizó la evolución histórica urbana del paisaje a través de las plantas de la ciudad de Caicó de diferentes períodos y a través de las imágenes actuales. Los resultados mostraron que la estructura urbana de Caicó no cumple plenamente los eventos de lluvias intensas debido a la variabilidad y la intensidad de este fenómeno climático, junto con la densidad de construcción y ocupación inadecuada de las riberas Del río Barra Nova y Seridó. Los valles y las riberas de los ríos deben ser respetados cuando se trata de crecimiento urbano e incluso en regiones con un clima semiárido las inundaciones no son frecuentes y causan impactos en el entorno urbano.As características da paisagem urbana de Caicó não são diferentes das de outras cidades próximas, também localizadas no semiárido nordestino. Com a expansão urbana, a construção de casas e pequenos estabelecimentos comerciais se deram próximas às áreas de várzea e ao leito dos rios. Nesse sentido, este artigo se propõe a analisar a paisagem urbana no município de Caicó, localizado no semiárido do estado do Rio Grande do Norte e sua relação com as condições climáticas intensas, especificamente as precipitações pluviométricas (chuvas). Como base teórica, tomou-se a teoria do Sistema Clima Urbano, onde destaque foi dado aos eventos hidrometeóricos intensos (>50mm/d-1), com ênfase para alguns eventos diários ocorridos nos anos de 2008, 2011 e 2013. Os dados de precipitação foram coletados no Instituto Nacional de Meteorologia – INMET e, simultaneamente, a paisagem urbana foi analisada através da evolução histórica da cidade por meio de plantas de Caicó de diferentes períodos e de imagens atuais. Os resultados mostraram que a estrutura urbana de Caicó não está inteiramente adaptada aos eventos pluviométricos intensos devido a inconstância e intensidade destes eventos somada a densidade de construções e a ocupação inadequada das margens dos rios Barra Nova e Seridó.
