Rural microcredit and family farming in the Northeast: an analysis of the Agroamigo program in the Açu-RN Valley

Resumo: The objective of the present article is to analyze the evolution and limits of the Agroamigo rural microcredit program in the Açu Valley microregion in the state of Rio Grande do Norte (RN), covering the period from 2006 to 2013. For this, was made bibliographic research covering the main academic publications on the subject, tabulation of statistical data obtained through the Law of Access Information and interviews with local mediators of the program. In general terms, the work shows that Agroamigo has become an important public financing policy for poor family farmers in the Açu Valley. Throughout its initial years of existence, the program has carried out more than 7 thousand contracts and invested in the microregion a volume of more than R $ 15 million, a significant portion of which is destined for rural women. Despite its good operating results and low delinquency rates, Agroamigo's micro-credit has contributed little to the diversification of the sources of income of the public served, requiring a greater integration with other governmental actions to strengthen the productive capacities of poor rural families.

Para ello, se ha hecho una investigación bibliográfica abarcando las principales publicaciones académicas sobre el tema, tabulación de datos estadí­sticos obtenidos por medio de la Ley de Acceso Información y entrevistas con mediadores locales del programa. En lí­neas generales, el trabajo muestra que el Agroamigo se ha convertido en una polí­tica pública de financiación importante para los agricultores familiares pobres del Valle del Açu. A lo largo de sus años iniciales de existencia, el programa realizó más de 7 mil contratos e invirtió en la microrregión un volumen superior a R $ 15 millones, siendo una parte significativa de esos recursos destinada a las mujeres rurales. A pesar de sus buenos resultados operativos y de los bajos í­ndices de incumplimiento, se ha entendido que el microcrédito de Agroamigo ha contribuido poco a la diversificación de las fuentes de ingresos del público atendido, carente de una mayor integración con otras acciones gubernamentales para fortalecer las capacidades productivas de las familias pobres del campo.O objetivo do presente artigo é analisar a evolução e os limites do programa de microcrédito rural Agroamigo na microrregião do Vale do Açu, no estado do Rio Grande do Norte (RN), compreendendo o perí­odo de 2006 a 2013. Para tanto, foi realizada uma pesquisa bibliográfica abrangendo as principais publicações acadêmicas sobre o tema, bem como a tabulação de dados estatí­sticos obtidos por meio da Lei de Acesso Informação e entrevistas com mediadores locais do programa. Em linhas gerais, o trabalho mostra que o Agroamigo se converteu em uma polí­tica pública de financiamento importante para os agricultores familiares pobres do Vale do Açu. Ao longo dos seus anos iniciais de existência, o programa realizou mais de 7 mil contratos e investiu na microrregião um volume superior a R$ 15 milhões, sendo uma parcela significativa desses recursos destinada as mulheres rurais.
