Sustainable Cities and environmental: a history from the perception of Municipal Managers of the Metropolitan Region of Cariri, Ceará, Brazil

Resumo: The Metropolitan Region of Cariri (RM Cariri) is located in the extreme south of the state of Ceará and currently consists of nine municipalities. The region has a context of high economic and demographic growth, especially in the main municipalities that comprise it. The objective of this research is to analyze the sustainability bias in the RM Cariri from the perception of municipal managers and the legal-institutional apparatus of interaction between urban and environmental issues. The perception of the notion of sustainable cities by the mayors of the municipalities that are members of RM Cariri was obtained through interviews with subsequent analysis of the discourse, while the legal-institutional apparatus was obtained through secondary data. RM Cariri presents few measures and actions that can be classified as sustainable and, therefore, are related to the dimensions and characteristics of Sustainable Cities. Not even simple questions like the elaboration of the Participative Master Plan are unanimous in this arrangement. Regarding the perception of municipal mayors about knowledge about the notion of sustainable cities, it was noted that, often, the view of these actors was limited to one of the dimensions of sustainability - generally, the economic one. Thus, there is a distorted and limited view of what sustainability is, aligning it only with the economic bias, and, therefore, this also had an impact on the notion of sustainable cities. Therefore, there is an inclination to produce an environment with good economic rates, but with an unsustainable social and environmental situation that will bring more evident losses to future generations.

La región tiene un contexto de alto crecimiento económico y demográfico, especialmente en los principales municipios que lo componen. El objetivo de esta investigación es analizar el sesgo de sostenibilidad en la Región Metropolitana de Cariri a partir de la percepción de los administradores municipales y el aparato jurí­dico-institucional de interacción entre cuestiones urbanas y ambientales. La percepción de la noción de ciudades sostenibles por parte de los alcaldes de los municipios de RM Cariri se obtuvo a través de entrevistas semiestructuradas con análisis posterior del discurso, mientras que el aparato jurí­dico-institucional se obtuvo a través de datos secundarios. RM Cariri presenta pocas medidas y acciones que pueden clasificarse como sostenibles y, por lo tanto, están relacionadas con las dimensiones y caracterí­sticas de las ciudades sostenibles. Ni siquiera preguntas simples como la elaboración del Plan Maestro Participativo son unánimes en este acuerdo. Con respecto a la percepción de los alcaldes de las ciudades sobre el conocimiento sobre la noción de ciudades sostenibles, se observó que, a menudo, la visión de estos actores se limitaba a una de las dimensiones de la sostenibilidad, en general, la económica. Por lo tanto, existe una visión distorsionada y limitada de lo que es la sostenibilidad, alineándola solo con el sesgo económico y, por lo tanto, esto también tuvo un impacto en la noción de ciudades sostenibles. A região apresenta um contexto de crescimento econômico e demográfico elevado, especialmente, nos principais municí­pios que a compõem. O objetivo desta pesquisa é analisar o viés da sustentabilidade na RM Cariri a partir da percepção dos gestores municipais e do aparato legal-institucional de interação entre as questões urbanas e ambientais. A percepção sobre a noção de cidades sustentáveis por parte dos prefeitos dos muní­cipios integrantes da RM Cariri foi obtida por meio de entrevistas semiestruturadas com posterior análise do discurso, enquanto o aparato legalinstitucional foi obtido através de dados secundários. A RM Cariri apresenta poucas medidas e ações que podem ser enquadradas como sustentáveis e, por conseguinte, estejam relacionadas í s dimensões e caracterí­sticas de Cidades Sustentáveis. Nem mesmo questões simples como a elaboração do Plano Diretor Participativo são unanimidade nesse arranjo. Notou-se, a partir da análise da percepção dos prefeitos municipais, que, muitas vezes, a visão desses atores sobre a noção de cidades sustentáveis limitou-se à uma das dimensões da sustentabilidade – geralmente, a econômica. Portanto, há uma visão distorcida e limitada do que é sustentabilidade, o que faz com a dimensão econômica continue a ser priorizada e ocorra um afastamento da noção de cidades sustentáveis.
