The Family Allowance Program in the context of a small town in the Semiarid: the case of Colonel João Pessoa/RN (2018)

Resumo: The Family Allowance Program (PBF - abbreviation in Brazil) is a Federal Government action that ensures the transfer of resources to the most vulnerable social segments, by transfer directly to citizens. The PBF aims to contribute to improving the quality of life of the beneficiary families and serve, consequently, for stimulation of the local markets. The present study aims to discuss, from the perceptions of beneficiaries and merchants/service providers, the unfolding of the resources transferred through of the PBF to the local market of Colonel João Pessoa/RN (brazilian municipality). This is a case study, carried out by means of questionnaires applied to merchants/service providers and beneficiaries of the Program. The data obtained were analyzed in qualitative and quantitative way. As main results, research has shown that families that have the benefit of the PBF has preference for consuming the products/services available in the neighbouring municipality (São Miguel/RN - brazilian municipality), in addition to eviding the limited participation of PBF beneficiaries in the client portfolio of the establishments located in Colonel João Pessoa/RN, it was found that the custom is prevalent in the realization of long-term purchases in the local market, consequently compromising the capacity of entrepreneurs to carry out purchases of goods and/or realization of investments. It should also be emphasized that the municipal economic base is very limited, with very modest participations of the Agricultural and Industrial sectors in the municipal gross domestic product, whose urban dynamics falls within the proposition defended by Gonçalves (2005) on the characterizing elements of a small town.

El PBF tiene como objetivo contribuir a mejorar la calidad de vida de las familias beneficiarias y servir, consecuentemente, para la estimulación de los mercados locales. El presente estudio pretende debatir, desde la percepción de los beneficiarios y comerciantes/proveedores de servicios, el despliegue de los recursos transferidos a través del PBF al mercado local de Coronel João Pessoa/RN (municipio brasileño). Este es un caso de estudio, realizado por medio de cuestionarios aplicados a comerciantes/prestadores de servicios y beneficiarios del programa. Los datos obtenidos se analizaron de forma cualitativa y cuantitativa. Como principales resultados, la investigación ha demostrado que las familias que tienen el beneficio de la PBF tienen preferencia por consumir los productos/servicios disponibles en el municipio vecino (São Miguel/RN-municipio brasileño), además de mostrar el limitado participación de beneficiarios en la cartera de clientes de los establecimientos ubicados en el municipio de Coronel João Pessoa/RN, se encontró que la costumbre es frecuente en la realización de compras a largo plazo en el mercado local, consecuentemente comprometer la capacidad de los emprendedores para realizar compras de bienes y/o realización de inversiones. Vale la pena destacar también que la base económica municipal es muy limitada, con participaciones muy modestas de los sectores agropecuario e industrial del producto interno bruto municipal, cuya dinámica urbana se enmarca dentro de la proposición defendida por Gonçalves (2005) sobre los elementos de caracterización de una pequeña ciudad.O Programa Bolsa Famí­lia (PBF) é uma ação do Governo Federal que assegura a transferência de recursos para os segmentos sociais mais vulneráveis, mediante repasse diretamente para os cidadãos. O PBF objetiva contribuir para a melhoria da qualidade de vida das famí­lias beneficiárias e servir, por consequência, para estimulação dos mercados locais. O presente estudo tem como objetivo discutir, a partir das percepções de beneficiários e comerciantes/prestadores de serviços, os rebatimentos dos recursos transferidos através do PBF para o mercado local de Coronel João Pessoa/RN. Trata-se de um estudo de caso, realizado por meio de questionários aplicados com comerciantes/prestadores de serviços e beneficiários do Programa. Os dados obtidos foram analisados de maneira qualitativa e quantitativa. Como principais resultados, a pesquisa mostrou que as famí­lias que possuem o benefí­cio do PBF têm preferência por consumir os produtos/serviços disponí­veis no municí­pio vizinho (São Miguel/RN), além de evidenciar a limitada participação de beneficiários do PBF na carteira de clientes dos estabelecimentos situados em Coronel João Pessoa/RN, apurou-se que prevalece o costume na realização de compras a prazo no mercado local, consequentemente comprometendo a capacidade dos empreendedores para realização de aquisições de mercadorias e/ou realização de investimentos.
