Resumo: The institutionalization of the anti-racist agenda within the State was configured as part of the repertoire of strategies of struggle and resistance of Afro-Latin American movements. The objective of this article is to offer a tool to analyze the interaction patterns in the occupation of bureaucratic positions by militants of Afro-Latin American movements, which occurred between 2000 and 2016, based on the experience of militants in three countries: Brazil, Ecuador, and Venezuela. We develop the category “outside-inside-outsider ” as a category of fluidity, ambiguity, inadequacy, and infiltration that will allow us to discuss the diffuse and marginal place occupied by Afro-descendant militants between the State-Society borders, and at the same time, highlight racism, through the construction of black bodies as "impolitic bodies", as one of the factors that characterized the experience of occupation of public spaces.

O objetivo deste artigo é oferecer uma ferramenta para analisar os padrões de interação na ocupação de cargos burocráticos por militantes de movimentos afro-latino-americanos, ocorridos entre 2000 e 2016, a partir da experiência de militantes em três países: Brasil, Equador e Venezuela. Desenvolve-se a categoria “fora-dentro-de fora” como uma categoria de fluidez, ambiguidade, inadequação e infiltração que permite discutir o lugar difuso e marginal ocupado por militantes afrodescendentes entre as fronteiras Estado-Sociedade e, ao mesmo tempo, destacar o racismo, a través da construção dos corpos negros como “corpos impolíticos”, como um dos fatores que caracterizaram a experiência de ocupação dos espaços públicos.La institucionalización de la agenda antirracista dentro del Estado se configuró como parte de las estrategias de luchas y resistencias de los movimientos afrodescendientes en América Latina. El objetivo de este artículo es ofrecer una herramienta para analizar los patrones de interacción en la ocupación de cargos burocráticos por parte de militantes de los movimientos afrolatinoamericanos, que se dio entre los años 2000 y 2016, desde la experiencia de militantes en tres países: Brasil, Ecuador y Venezuela.
