Systemic discourse, linear practice: the brazilian innovation policy from 2003 to 2014

Resumo: The main objective of this article is to analyze the Brazilian innovation policy established between 2003 and 2014, presenting its discourse and main instruments. In addition, we attempted to investigate whether such policies were characterized by adopting a closer conception of linear or systemic innovation models. It was concluded that the Brazilian innovation policy has a dual nature, whose discourse is systemic, but the practice is linear. In turn, it is suggested that this duality can explain, even partially, its inability to foster the technological development of the national productive structure.

Ademais,  buscou-se investigar se tais políticas se caracterizaram por adotar uma concepção mais próxima dos modelos de inovação linear ou sistêmico. Concluiu-se que a política de inovação brasileira possui uma natureza dual, cujo discurso é sistêmico, porém a prática é linear.
