A gestão democrática na rede estadual de ensino de Arapiraca/AL: a atuação do conselho escolar

The study aimed to analyze whether the participatory, decentralized and autonomous character of democratic management is actually being carried out through the School Councils of the state schools located in the municipality of Arapiraca. The methodology used was a bibliographical and field research with a qualitative approach. Part of a temporal cut from May to December of 2017. As mechanisms of data collection was made use of observation, questionnaire and focus group. The theoretical framework used is part of the studies of Cury (2002, 2005), Dourado (2002, 2004, 2007), Libâneo (2007), Lima (2009), Lordêlo (2001), Lück 2016), among others. Thus, a brief historical rescue was developed in order to reform the state and education. He also pointed out general aspects of democratic management and the elections for director / manager, defending this evolution as a path to effective democratic management. It also deals with democratic management and the School Council, analyzing the categories of decentralization, participation and autonomy. In addition to analyzing the data of the field research, initially bringing the characteristics of the spaces investigated, so that emphasis could be placed on the data collected through the questionnaire applied to the segments of the School Council, as well as those acquired through the focus group also carried out with the counselors . The study revealed that significant advances have occurred from the implementation of democratic management and, consequently, the School Board. However, it is not yet possible to state that there is a real effectiveness in the Board's action, in relation to the schools investigated, as there is still no awareness on the part of some segments (mainly parents and students) about the relevance of the role they play , to reach this vision is the role of all that makes up the school directly or indirectly, since democratic management depends on this conscious participation. In order to minimize those aspects that have not yet materialized, it is essential to promote training for counselors in a more comprehensive and frequent way and, if possible, to seek to analyze, in later studies, how this formation occurs to identify possible ways of improving their results.
