Crise estrutural do Capital e Neoliberalismo: algumas reflexões sobre os impactos nas políticas sociais

This monograph, entitled “Structural crisis of capital and neoliberalism: some reflections on the impacts on social policies”, has as its object of study the structural crisis of capital and neoliberalism as a strategy of capital to contain the crisis, as well as the impacts generated on social policies, especially in Brazil. From a critical-dialectic approach, we sought to apprehend the direct relationship that capital - as a system of control of social metabolism - establishes with social policies, as well as its process of expansion and reduction. As a methodological research procedure, bibliographic and documentary research was used. In the second section, we investigated capital, capitalism and its crises, like the cyclical and structural crises of capital, verifying how they affect the structure of today's society. The theoretical formulations of Karl Marx, István Mészáros, Leo Hurberman, Maria Cristina Soares Paniago, Edlene Pimentel and Milena Santos were used to apprehend their fundamentals. In the third section, the purpose was to expose the debate about neoliberalism, used as a strategy of capital to minimize the effects of the structural crisis of capital, and the impacts on social policies, especially in the Brazilian reality.The authors used for the reflections were: Karl Marx, István Mészáros, Friedrich Engels, Perry Anderson, Ricardo Antunes, Raul de Carvalho, Marilda Iamamoto, Elaine Behring, Ivanete Boschetti, Marcelo Braz, Sergio Lessa, Paul o Netto, Edvânia Melo, Marcelo Melo, Laura Tavares Soares and the document from the Ministry of Federal Administration and State Reform (MARE). These authors gave a broader view of the object investigated, allowing a more in-depth reflection on the root of the problems caused by the capital system in times of structural crisis.
