Based on the Urban Policy, general norms are instituted by the Public Power to deal with the way of organization of the cities, in order that urban growth occurs in an orderly and sustainable way. The City Code, according to Law 10,257 of July 10, 2001, aims to institute rules of public nature, urban planning and common interest of the population that controls the use and occupation of the soil, generating a better social development of the city. It also says that municipalities, through the Municipal Master Plan, are responsible for classifying and evaluating the uses that generate traffic interference, as well as private or public enterprises and activities in urban areas that will depend on the elaboration of the Neighborhood Impact Study and Neighborhood Impact Report to obtain permissions or authorizations for construction, expansion or operation. For the installation of Arapiraca Garden Shopping, company analyzed in this paper, was presented Impact Report on Circulation. Thus, the objective of this work was to evaluate the impacts caused by the implementation of Arapiraca Garden Shopping, located in the City of Arapiraca, in the state of Alagoas, along the AL - 220 highway, and also analyze the current scenario in relation to what was proposed in the report submitted. The evaluation had as instrument the bibliographical survey, collection of quantitative and qualitative data, and observations made at the place of installation of the enterprise.
