Análise comparativa entre os métodos de planejamento e controle de obras do Programa Social e Ambiental dos Igarapés de Manaus (Prosamim) Manaus 2023

Resumo: | Planning plays a fundamental role in project management, significantly influencing financial and operational success. By structuring the steps and anticipating possible problems, planning establishes the basis for more effective interventions. Thus, the present work aimed to analyze the planning tools in two engineering works of the Social and Environmental Program of Igarapés de Manaus - PROSAMIM, one of them using ©Microsoft Excel and ©Microsoft Power BI (Work 01), while the other uses ©Microsoft Project and ©Microsoft Power BI (Work 02). In this study, the planning stages were described, methods identified, and inconsistencies highlighted. To compare the construction planning tools, the SWOT matrix was used, which evaluates strengths, weaknesses, opportunities and threats. The analysis revealed notable inconsistencies in both works, especially with regard to pre-bid planning, such as, for example, the bid schedule. Furthermore, Work 01 presented a weakness in the planning, where the expropriation stage was not adequately considered within the deadline, resulting in a schedule that was unfeasible and far from reality. While Work 02, while it had the same problem in the pre-bid schedule, had a better coordinated execution, based on a well-constructed Project Analytical Structure, with all services well described, thus allowing the completion of the work without major impasses. Therefore, the study revealed that the combined planning method between Project Analytical Structure, ©Microsoft Project and monitored through ©Microsoft Power BI is the most suitable for this type of work and suggests the adoption of the SWOT Matrix by the Management Unit to evaluate its strengths, weaknesses, opportunities and threats, seeking to apply the lessons learned in future works. This highlights the importance of planning in the management of engineering projects, aiming for sustainable success and optimization of resources. |

Ao estruturar as etapas e antecipar possíveis problemas, o planejamento estabelece a base para intervenções mais eficazes. Dessa forma, o presente trabalho teve por objetivo analisar as ferramentas de planejamento em duas obras de engenharia do Programa Social e Ambiental dos Igarapés de Manaus - PROSAMIM, uma delas utilizando ©Microsoft Excel e ©Microsoft Power BI (Obra 01), enquanto a outra utiliza o ©Microsoft Project e ©Microsoft Power BI (Obra 02). Neste estudo, foram descritas as etapas de planejamento, métodos identificados, incongruências apontadas. Para a comparação entre as ferramentas de planejamento das obras, foi utilizada a matriz SWOT, que avalia forças, fraquezas, oportunidades e ameaças. A análise revelou incongruências notáveis em ambas as obras, especialmente no que diz respeito ao planejamento pré-licitação, como, por exemplo, no cronograma licitado. Além disso, a Obra 01 apresentou uma fragilidade no planejamento, onde a etapa de desapropriação não foi adequadamente considerada no prazo, resultando em um cronograma inexequível e distante da realidade. Enquanto a Obra 02, ao passo que teve o mesmo problema no cronograma pré-licitação, contou com uma execução mais bem coordenada, pautada em uma Estrutura Analítica de Projeto bem construída, com todos os serviços bem descritos, permitindo assim a conclusão da obra sem grandes impasses. Sendo assim, o estudo revelou que o método de planejamento combinado entre Estrutura Analítica de Projeto, ©Microsoft Project e monitorado por meio do ©Microsoft Power BI ser o mais adequado para esse tipo de obra e sugere a adoção da Matriz SWOT pela Unidade Gestora para avaliar suas forças, fraquezas, oportunidades e ameaças, buscando aplicar as lições aprendidas em futuras obras.
