Políticas de permanência no ensino superior IEAA/UFAM: um estudo do bolsa moradia

Resumo: Higher Education is aimed at a very restricted portion of society, public universities do not offer places that meet the needs of the entire population able to enter this stage of education. In the municipality of Humaitá there are two public universities, the State University of Amazonas and the Federal University of Amazonas, which offer various undergraduate and technological courses. Also, there are private universities that are offering different courses. The implementation of UFAM in this municipality provided a great advance in the education of the population in the South of the State of Amazonas. At the IEAA there are students enrolled from various municipalities in the region, as well as students from Rondônia and Manaus. Not to mention the students who travel from the countryside to take a higher education course. Many students are unable to stay at university and end up dropping out of courses, which causes great harm to the government and society, as the investment will be lost to a student who drops out. It is noticed that many students are apprehensive when there is the possibility of losing the help they receive in the form of benefit to remain at the university. Whereas Law No. 9,394 of 1996 that establishes the Guidelines and Bases of National Education, in its art. 3rd Teaching will be provided based on the following principles: I - equality of conditions for access and permanence in school. Based on this premise, policies that provide conditions for low-income students enrolled in undergraduate courses at federal institutions of higher education (IFES) are necessary. As this institute offers different types of scholarships, we are delimiting the study of the Housing Scholarship for this proposal, since they are aimed at students from other municipalities. Considering that this situation of distancing from the family is already a negative factor in the development and permanence of this student at the university, the help of this scholarship can contribute towards guaranteeing a living space for these students. Thus, this work may raise studies, debates and discussion around this theme as a way to improve the access and permanence of university students in higher education with success in their various activities.

No município de Humaitá existem duas universidades públicas, sendo a Universidade Estadual do Amazonas e a Universidade Federal do Amazonas, que destinam a oferta de diversos cursos de graduação e tecnológico. Além disso, existem universidades privadas que estão oferecendo diversos cursos. A implantação da UFAM neste município proporcionou um grande avanço na educação da população do Sul do Estado do Amazonas. No IEAA existem alunos matriculados de vários municípios da região, além de alunos de Rondônia e de Manaus. Sem contar com os alunos que se deslocam da zona rural para realizarem um curso superior. Muitos alunos não conseguem se manter na universidade e acabam desistindo dos cursos, o que acarreta grande prejuízo para o governo e para a sociedade, pois o investimento ficará perdido para um aluno desistente. Percebe-se que muitos alunos ficam apreensivos quando existe a possibilidade de perderem a ajuda que recebem em forma de benefício para se manterem na universidade. Considerando que a Lei Nº 9.394 de 1996 que estabelece as Diretrizes e Bases da Educação Nacional, em seu art. 3º O ensino será ministrado com base nos seguintes princípios: I - igualdade de condições para o acesso e permanência na escola. A partir desta premissa tornasse necessários políticas que ofereçam condições para estudantes de baixa renda matriculados em cursos de graduação nas instituições federais de ensino superior (IFES). Como neste instituto são oferecidas diversas modalidades de bolsa, estamos delimitando para a presente proposta o estudo da Bolsa Moradia, uma vez que, são destinadas a alunos oriundos de outros municípios. Considerando que essa situação de afastamento da família já apresenta um fator negativo no desenvolvimento e permanência deste estudante na universidade, a ajuda desta bolsa poderá contribuir no sentido de garantir um espaço de moradia a esses alunos.
