Regularizing any commercial activity requires the adoption of administrative procedures. Among them, the environmental issue is treated as one of the steps that precede its operation. This work focuses on highlighting the environmental licensing process carried out by the Municipal Secretariat for Sustainable Development and the Environment - SEDEMA in undertakings in Parintins-AM. Its general objective is to analyze how the process of opening and regularizing the municipal environmental licensing affects the business in the segment of bakeries in the city. The study points out the main environmental legislation adopted at the federal, state and municipal levels. The activities carried out during the issuance of environmental licenses by SEDEMA are cited. The main theoretical bases are Ruiz (2019), Gurgel Jr. (2015), Schiavo and Bussinguer (2020). It adopted a descriptive, bibliographical and documental nature as a methodology, using as techniques the interview with employees of the Environmental Agency and field research for convenience to identify bakeries that operate irregularly. A total of 47 (forty-seven) bakeries located in 14 (fourteen) neighborhoods of the city and 02 (two) in the rural area were surveyed, with 36% (thirty-six percent) consisting of enterprises licensed by the municipal body, opposing with 64% (sixty-four percent) acting without environmental authorization. As a result, the high rate of enterprises operating without environmental authorization is evidenced, indicating the main challenges faced, the role of licensing, guiding points adopted for approval of licenses, and the main consequences of the lack of this document for bakeries. Also, based on the information obtained, it was possible to produce a flowchart of the organizational processes for request from the Municipal Environment Department, serving as information for the community in general.
