Acesso, quanto à disponibilidade dos serviços odontológicos especializados para as pessoas com deficiência no Brasil: uma revisão integrativa.

Resumo: Access to specialized oral health services for people with disabilities (PCD) represents not only a guaranteed right in the Unified Health System (SUS) in Brazil, but also fits to compose its principles, such as universality, equity and integrality. Therefore, the objective of the present study was to summarize the scientific production regarding the availability of specialized dental care services for people with disabilities in Brazil. The studies were obtained through an electronic search in the following databases: PubMed, through the National Library of Medicine, Latin American and Caribbean Literature in Health Sciences (LILACS), SciELO and Periodicals of Theses and Dissertations of Capes. The searches were carried out by two researchers independently and then compared in order to verify agreement and discuss conflicts between the articles found. The included studies were evaluated for methodological quality, also performed independently by two reviewers and, in case of disagreement, a third reviewer was consulted. Five works were included based on the eligibility and analysis criteria. The software Rayyan – Intelligent Systemtic Review – (website: https://rayyan.ai/) was used as an auxiliary tool in the analysis, a program developed to aid in systematic reviews. It was observed that in all works access regarding the availability of dental services is mentioned, however, with the intention of describing the characteristics of accessibility and barriers much more than an analysis for the study of the offer of specialized services for the public of people with disabilities (PCD), suggesting confusion in the use of the concept of access to oral health services. In addition, other barriers to access were reported, such as the lack of specialized human resources, factors related to the family and the organization of health services. It is concluded that this dimension, availability of specialized oral health services for PCD, has still been little studied. More studies need to be carried out to identify, know and explore approach strategies to improve physical infrastructure and human resources for the dental treatment of these patients.

Diante disso, o objetivo do presente estudo foi sintetizar a produção científica quanto a disponibilidade dos serviços especializados de atendimento odontológico a pessoas com deficiência no Brasil. Os estudos foram obtidos por meio de busca eletrônica nas seguintes bases de dados: PubMed, por meio do National Library of Medicine, Literatura Latino-Americana e do Caribe em Ciências da Saúde (LILACS), SciELO e Periódicos de Teses e Dissertações da Capes. As buscas foram realizadas por dois pesquisadores de forma independente e depois comparadas a fim de verificar a concordância e discutir os conflitos entre os artigos encontrados. Os estudos incluídos foram avaliados quanto a qualidade metodológica, realizada também de forma independente por dois revisores e, em caso de discordâncias, um terceiro revisor foi consultado. Foram incluídos 5 trabalhos a partir dos critérios de elegibilidade e análise. Utilizou-se como ferramenta auxiliar na análise o software Rayyan – Intelligent Systemtic Review – (site: https://rayyan.ai/), um programa desenvolvido para auxílio em revisões sistemáticas. Observou-se que em todos trabalhos o acesso quanto à disponibilidade de serviços odontológicos é citado, porém, com o intuito de descrever muito mais as características de acessibilidade e barreiras do que uma análise para o estudo da oferta dos serviços especializados para o público de pessoas com deficiência (PCD), sugerindo confusão no emprego do conceito de acesso aos serviços de saúde bucal. Além disso, outras barreiras ao acesso foram relatadas, como a falta de recursos humanos especializados, fatores relacionados à família e à organização dos serviços de saúde. Conclui-se que essa dimensão, disponibilidade de serviços de saúde bucal especializados para PCD, ainda tem sido pouco estudada.
